Forthside Development, Stirling

image This design and construct contract involved site remediation, the demolition of several existing buildings, plus the construction of roads, car and coach parks with associated drainage, services, signs, road markings and landscaping works. All demolition works were carried out by our internal resources.

Much of the Forthside site was previously owned by the MOD and used for the repair and maintenance of military equipment including radium luminising operations. Waste material from these operations had been incinerated and retained on the site, which also contained fuel oil and heavy metals from a former British Gas fuel holder and railway sidings.

To address the key environmental and safety concerns, a Contamination Management Design Statement was produced and approved by SEPA and Stirling Council Environmental Health Department. Our principal objectives in the remediation were to:

1. Monitor the levels of contamination within soils and groundwater, allowing   the safe redevelopment of the site.
2. Reduce the risk of pollution / contamination of neighbouring land and groundwater resources.
3. Maximise the developable area of the site.
4. Minimise off-site disposal of contaminated materials.
5. Minimise the importation of clean fill.

During the construction phase, a comprehensive site investigation was conducted to identify priority remediation zones.  All excavated materials were tested and analysed for sentencing in accordance with target levels agreed with the relevant regulators.  Zoned redevelopment of the site allowed maximum and appropriate reuse of materials.

On the infrastructure element, we constructed some 25,000 m2 of carriageway and footpaths, including high specification hard landscaping. The new drainage system required a 12m deep chamber to be constructed in a cofferdam beside the River Forth.

Extensive traffic management was required to allow diversion and installation of numerous services and alterations to the existing road network.

We were involved in the "Joblink" scheme run by Stirling Council, in which a number of local people who had received previous training were employed by I & H Brown over the course of the contract.
